What each document does—and does not mean

A birth certificate establishes the foundational civil record. The other paths exist for particular services. Treating all of them as one urgent bundle creates avoidable errors and outdated document lists.

Foundation

1. Get the birth record right

For a person born on or after 1 October 2023, the amended national law makes the birth certificate the proof of date and place of birth for listed services including passport and Aadhaar. State and local systems still control the service route, evidence and processing.

  • • Confirm whether the hospital or another responsible person already reported the birth.
  • • If the name is not final, do not confuse an unnamed record with a spelling error.
  • • Check the child's name, parent/guardian names, date, place, registration number and issuing unit.

Optional identity path

2. Use the current under-five Aadhaar route

UIDAI permits newborn enrolment. Under five, the child attends with a parent or legal guardian; the child's photograph and demographic information are captured, but fingerprints and iris are not. Current guidance says the birth certificate is mandatory for a child born after 1 October 2023.

  • • Use the correct current below-five form for the child's residency/address situation.
  • • Check the live acceptable-documents list before visiting an enrolment centre.
  • • Keep the later mandatory biometric update around age five on the family calendar.

Optional travel path

3. Let Passport Seva decide the live document list

Use the official minor-passport document advisor for the exact case, then follow the current apply, payment, scheduling and attendance instructions. Current guidance calls for a recent 4.5 × 3.5 cm white-background photograph for a child below four.

  • • Do not copy an old blog's fee or document list; official fees changed on 1 July 2026.
  • • Carry the originals and copies specified for the current case.
  • • Use the official special-minor route for consent, custody, guardianship or related exceptions.

Policy and local paths

4. Ask the actual decision-maker

A national article cannot determine the newborn terms in your health policy, employer plan or local scheme. Contact the insurer, TPA, employer or scheme authority promptly and keep the answer in writing.

  • • Ask when coverage starts and what notification deadline applies.
  • • Ask about premium, endorsement, limits, exclusions, member ID and cashless status.
  • • For local schemes, verify eligibility, deadline and documents on the responsible official site.
